I recommended you to buy 20MHz Jauch VCXO. Then it's stable. I also try Colpitts oscillator, but it is unstable.
In your code problem I can't help, because i use 16C54 PIC and Rev 2.5.ASM code, maybe same page 16F84A software works, i don't know, but it's worth to try this. AGC-hack is must, if you want good picture.
