In case of flickering you can try adjust AGC level and add a 720 mega Ohms paralel with agc capacitor, for me 47uF worked fine, but some open channels are waving.
Sample & Hold is a good idea, I was thinking to build a Fast Integrator using OpAmp 741 to replace capacitor, but I´m too busy trying to develop a PIC TV tuner control.
