Not sure what the difference is between those 2 code versions but it sounds like it is in the way it detects the edges or at least the polarity (rising/falling) - carefully compare the lockon, makevbi and makehline routines and you may find a clue and I guess it's a fairly simple modification required.
Giln18 is for mode change packets on line 18 (NTSC) can you see this on a cro?
If you have variable burst attenuation you will need to use the data packet information to 'fix' it.

My system is PAL B/G 50Hz and I had to write my own code to deal with it but 'borrowed' techniques from all the code versions I could study.
