Sounds like the vcxo alright. The coarse locking code gives this effect if the centre frequency of the oscillator doesn't quite match the code timing. Two approaches are to try to shift the oscillator frequency up or down slightly (see earlier posts on this) or try adding/removing 1 cycle in the MAKEHLINE routine (tailend where it waits out the visible line)
