That scope software looks like it needs TV or video capture card (FlyVideo, Haupage etc) and may or may not be what you need.
Maybe your decoder software is displaying more lines than it should at the start of the frame and inverting them as well. I've noticed some channels transmitting pictures with a narrow black band top & bottom of the screen which is not exactly widescreen but perhaps the result of converting from NTSC to PAL (just guessing). A cro should reveal whether these white lines are coming from the decoder or are a part of the picture itself.
Your AGC voltage is definitely stable if it's nailed to the power supply as you described - have you tried a capacitor by itself?.
