Your scrambling will need to be identical to mine to get easy results IE
VBI and first 23 lines are normal (the non-visible lines)
All visible lines are completely inverted with no suppression and the video portion of these lines is randomly re-inverted.
The place to adjust the timing is at the end of MAKEHLINE - there is a large wait there while passing the video after the colour burst of ~2340 cycles at 50MHz. The code you pasted is the 20MHz version so much adjustment is needed to convert this (in all subroutines).
Check your mail for an 'adjustable' version of the 50MHz code and instructions on setting it up (needs a pushbutton and a pullup resistor on RA2 as an input). I have this version working at the moment so I can verify it works (for me at least) but the 20MHz version is much easier to get up & running.
