With Beta-SP being an analog signal and DVCAM being digital, their are various ways to do this. Depending on the DVCAM deck you have, you can go either component, composite or S-video signal to transfer material. Obviously, component is better, and S-video is better than composite. The way you've phrased the question, it sounds like you're asking about turn around using an NLE and are concerned about compression. I'm no expert, so you'll have to do some research to find a system that offers minimal compression of material brought into the computer. Outputing, or inputing for that matter using DVCAM can be virtually lossless using firewire and a good capture card. Again I'm no expert but Digital Video magazine usually has information regarding this kind of question.
Hope this helps
