IN MEMORIAM: The Officers and Directors of The Animal Council note with
sadness the passing on January 12, 2002 of Mrs. Bernice "Babe" Behrendt,
who had been show secretary and Superintendent of the Golden Gate Kennel
Club dog show from 1940 until her retirement in 1999. Many of us made at
least one trip to her home in Kentfield, Marin County, California to
hand-deliver entries to this limited entry, benched show. The 92nd annual
show will be held this weekend at the Cow Palace, Daly City, California.

CALIFORNIA AB 1336: As reported in our January 3 Update, AB 1336 authored
by Assemblymember Paul Koretz, (D-42) West Hollywood, co-author Senator
Jack O'Connell was amended to eliminate the sterilization requirement for
pet store sales and substituted a requirement to distribute information to
consumers. Amended AB 1336 passed in its original Assembly Business and
Professions Committee 12-0, but did encounter some partisan opposition on
the Assembly Floor, passing with 46 ayes but 15 noes and easily beating the
rules' deadline requiring "2 year bills" to pass their house of origin by
January 31. AB 1336 is now in the Senate awaiting committee assignment.

CALIFORNIA SB 811, authored by California State Senator Jack O'Connell
(D-18) of Santa Barbara, co-author Senator Edward Vincent (D-25) of
Inglewood, originally dealt with minimum teacher salaries and stalled last
April in the Senate Education Committee. On January 7, SB 811 was
completely amended as a humane education bill and passed in Committee on
January 16, by 10 Ayes-3 Noes, then passed Senate Appropriations and
finally squeaked by the Senate 23 AYES, 12 NOES (21 votes needed to pass.)
SB 811 has two components. First, it "expresses the Legislature's intent
that, "whenever relevant" (these words were added by amendment in
committee), state and local professional development activities provide
teachers with content background and resources to assist in teaching that
promotes compassion and respect for both humans and animals." The second
part "requires the promotion of compassion and respect for both humans and
animals be considered, where relevant, in the next cycle in which the
science and history/social science curricula frameworks and the
accompanying instructional materials are adopted." Senator O'Connell is a
candidate for State Superintendent of Public Instruction and has been
closely associated with the recent pet legislative activities of longtime
anti-fur demonstrator, Dr. Rich McClellan. This bill would formally open
the door to including animal rights ideology in public school curriculum.
Republican Assemblymember Lynne C. Leach of Walnut Creek is also a
candidate for Superintendent of Public Instruction.

THREE WEEKS remain for introduction of new California bills. We expect a
new bill containing the provisions of last year's SB 236 authored by
Senator O'Connell. This will require paying -- prior to sale each cat or
dog less than one year -- a "registration fee" to the local animal control
agency, which would issue a "registration fee receipt number" to be used
any advertisement for sale. Each local jurisdiction would set its own
registration fee and requirement that the seller "ensure that the dog or
cat has been microchipped and the owner's identification has been entered
into a local registry. We will be reviewing the new bills in depth in
coming updates.
