Dear Ms. Sieger:

Thank you for your letter regarding Alderman Herron's substitute ordinance relating to dogs, specifically section 78-22, subsection c. This ordinance has been a difficult issue for our Common Council as well as opposing parties. It is my belief that the focus of any type of legislation similar to this should be aimed at pet owners and not single out any particular dog breed.

However, our city is facing serious issues of dog control in certain neighborhoods. Alderman Herron's district is one that is affected by such issues, and he feels this bill is the best way to deal with controlling a major problem in his district. I do respect his concern for his community and his constituents.

Considering all of the information from both parties, I made the decision to send the ordinance back to the Common Council unsigned. This does not mean it will not go into law, however, so I urge you to speak with Alderman Herron and voice your opinion. If Alderman Herron and the rest of the Common Council members see it necessary they can reconsider and make amendments.
