THE PUPPY PROTECTION ACT OF 2001 started pulling its leash last week with
Sponsor of S 1478, Republican, Rick Santorum of Pennsylvania speaking for
Senate Amendment 2496 (containing the PPA) to Senate Bill 1731 (the Farm
Bill). No vote was taken on Friday but is expected on Monday, when the
Senate reconvenes at 2:00 p.m. or Tuesday.

There is still time to bombard their offices with phone calls and faxes.
MAKE YOUR POSITION ABSOLUTELY CLEAR: OPPOSE Senate Amendment 2496,
CONTAINING THE PUPPY PROTECTION ACT, TO THE FARM BILL. Some minor
objections were addressed in the Amendment, so do not waste effort on
details. The PPA is bad in concepts, period.

The American Kennel Club in its February 7 alert
recommended:
"With the failure of the economic stimulus package, the Senate has suddenly
returned its attention to the Farm Bill. It is likely that the "Puppy
Protection Act" will be offered as an amendment to the Farm Bill late this
afternoon. The AKC remains opposed to the PPA amendment to the Farm Bill
because it broadens the scope of the Animal Welfare Act to govern the
breeding of dogs and socialization requirements. The rigid penalty
provisions of the PPA leave no flexibility for the USDA to properly enforce
the Act. Fanciers should contact their Senators ask them to vote "No" on
the PPA. If you do not know who represents you in the Senate, visit

We received a letter of January 4 from California Senator Barbara Boxer
referencing S 1478 but omitting mention of her co-sponsorship but merely
thanking us for contacting her.

CALIFORNIA SB 1373 introduced on February 7 and authored by California
State Senator Jack O'Connell (D-18) of Santa Barbara, is the 2002 version
of last year's SB 236 and requires paying -- prior to sale each cat or dog
less than one year -- a "registration fee" to the local animal control
agency, which would issue a "registration fee receipt number" to be used
any advertisement for sale. Each local jurisdiction would set its own
registration fee and requirement that the seller "ensure that the dog or
cat has been microchipped and the owner's identification has been entered
into a local registry. No legislative action can be taken until after
March 10, but we will again be actively opposing SB 1373. If you have "SB
236" material on websites or continuing formats, be sure to update this
important bill number. More information on this and other bills being
introduced through February 22 will be coming soon.

KERN COUNTY, CALIFORNIA had ongoing consideration of its animal ordinances
and programs over the last several years and has distributed the following
notice. We do not yet have additional information about the specifics, but
local residents need to be aware.

NOTICE OF PUBLIC WORKSHOPS: KERN COUNTY ANIMAL CONTROL SERVICES
ORDINANCE AMENDMENT AND PROGRAM CHANGES WORKSHOPS

The Animal Control program, along with the Animal Control Task Force, has
proposed amendments to the Kern County Animal Ordinances and the operations
of the Animal Control Program. The purpose of this workshop is to inform
the public of the proposed changes and obtain comments about both the
ordinance and program changes.
