Senate Passes Modified Puppy Protection Act

A watered-down but still unacceptable version of the Puppy Protection Act (PPA) passed the Senate Tuesday night as part of the Senate Farm Bill. Members of the House and Senate will soon meet in a conference to work out differences between their respective versions of the Farm Bill before the final version is presented to the president.

Responsible hobby/show breeders across the country expressed their concerns about this misguided measure to their senators in Washington. Concerned fanciers explained to their senators that not all breeders are bad breeders or "puppy mills." As a result of their hard work, many of the most draconian aspects of the bill were eventually softened. For example, the amended version passed Tuesday requires the USDA to establish a "performance standard" for socialization rather than the rigid "engineering standards" first mandated by the PPA sponsors.

The AKC opposed the PPA because it broadens the scope of the Animal Welfare Act to govern the breeding and socialization of dogs. The rigid penalty provisions of the PPA leave no flexibility for the USDA to properly enforce the Act.
