PET CLONING: The major news outlets have been carrying stories about
efforts to clone pets resulting in a kitten named "Carboncopy." The work
was done at Texas A&M, funded by a Texas company, Genetic Savings & Clone,
and financier John Sperling. A related article co-authored by Dr. Leslie
Lyons of UC Davis, well known for her work with the cat fancy, was
scheduled for publication in Nature on February 21, and is now available on
the Nature website in the advance online publication section.


FARM BILL CONFERENCE COMMITTEE: As reported earlier, a Conference Committee
representing both the Senate and House of Representatives will be convened
to work out the differences in the respective versions of the Farm Bill.
The Senate Farm bill S1731 contains the "Santorum amendment," i.e. the
Puppy Protection Act DIFFERING from the original S 1478, and the House Farm
Bill does not contain the PPA. We now have a list of anticipated conferees
- subject to change - but a starting point for lobbying to REMOVE the
Santorum PPA Amendment IN ITS ENTIRETY. The list will be updated as new
information is available.
Congress is starting a one week recess for the Presidents' Holiday, and
many members are expected to be in their district offices next week. This
will be an opportunity for local contact. If your legislators are not
among the anticipated conferees, it is still worth contacting them to let
them know they should persuade their colleagues to reject this amendment in
conference.

POINTS TO MAKE:
· The 3-strikes mandatory revocation provision does not belong in an
administrative hearing and licensing process. Experience in the criminal
justice system shows that this overly simplistic concept wastes resources
in extra litigation and unjust punishment. Licensed dog breeder are
engaged in a legal business, not a crime. If dog breeders are engaged in
crime, they should be prosecuted for a crime rather than subject to an
administrative lynching.

· The Santorum Amendment does not address the real "puppy mill" --
unlicensed bootleg dog breeders, but squanders agency resources on
developing untried mandates for legal licensees.

· No hearings have been held to establish the need for the PPA, to allow
legislators to receive testimony and question witnesses in a public forum.
Rather, the public record contains only self-serving, undocumented material
supplied by the proponents. This is far too important to be buried in
complex legislation about government involvement in farming.

THE SANTORUM AMEMDMENT SHOULD BE REMOVED IN ITS ENTIRETY FROM THE FARM
BILL. THIS IS NOT THE FORUM FOR OTHER CHANGES TO THE ANIMAL WELFARE ACT,
SO PLEASE FOCUS ON THE BASIC POINTS OF THE PPA.
