About W&H's use of Dru, yes, it was a risk but it also affected Angel in a way that no other vampire could accomplish. Dru is one of Angel's worst sins. Her coming back to take away Darla's redemption had the added meaning of Angel not being able to escape his past. His sins would continue to haunt him and undermine whatever successes he accomplishes. No other vampire that we know about could've made this message more clear and painful for Angel.
