Hey Mari! The episode opens up with a close up on Angel saying those lines. All you see is his face. You don't see who he's talking to until the camera switches to Merl. Angel was apologizing to Merl, yet the way it was filmed made it look like he could have been apologizing to Darla. Also since this episode was written by Tim Minear who wrote Epiphany then you can't help but realize the intent if that was the intent.
