Marriage in God's eyes

I have been asked a question concerning if a commitment ceremony.

Here is the senerio;
There is an elderly couple, both are widowed, that would like to get married. But because they can't afford to lose benefits, they want to get married without a marriage license.

They wanted to know what the difference would be if they were married before God and not by man's laws. I have already spoken to the minister that called me on this situation, but I would like other opinions as well.

Please give scriptural references with your answers. Thank you and God bless.
