As you mentioned, i tried to narrow the problem by removing the components from the form and it end up to a kind of conflict between TImageScrollBox and RZSplitter (a third party library from Raize).
Ive made a test project which i will send to your mail box and it has a form contains just an ImageScrollBox and Splitter.
Once again i should mention that this problem has begun since when we upgrad to Envision new beta version and before that it was working perfectly without giving any error when opening or closing.
To test the project, just open it in delphi5 (you need to have Raise components installed on it as well) and close the form (which is the main and only form of this project), it gives you error before closing it.
