Subject: MouseHandle not working

I think I need to explain my layering first. I am inserting frames onto a main form based on where the user is on the main form. On one of these frames is a list of images which opens an image viewer form when double clicked. When the image form is displayed I get a cursor that is a solid vertical bar with an arrow to the left and right. When a pan button is clicked I perform this:

ImageScrollBox.MouseMode := mmDrag;
ImageScrollBox.Cursor := crArrow;

No matter what I do I cannot get the cursor to change to a monkey hand. The image is panning and while I am doing a pan I see the monkey hand, but as soon as I release the mouse button the hand goes back to the vertical bar.

Sorry for the length of this. Any ideas for me?
