In C++ Builder, when you construct any control manually, you have to also set the parent of the control. The parent could be your "this" pointer, or it could be another control like a panel placed on your current form. I like to set the alignment right away too. See my changes below.

TImageScrollBox *ImageScrollBox = new TImageScrollBox(this);
ImageScrollBox->Parent = this;
ImageScrollBox->Align = alParent;

ImageScrollBox-> LoadFromFile( "sample.bmp", 1 );
ImageScrollBox-> SaveToFile( "Sample.jpg" );

delete ImageScrollBox;
