Subject: Error unable to determine image format - Please help!

I am trying to build a project I inherited maintenance of. The previous build works fine. When installed on a new machine, Borland CPP Builder 6, it builds fine, but when attempting to load a TIF from a stream, (ADO BLOB), it throws the error in the subject line. I have searched the forums, and other sources and can find no help.

Can someone please give me some help, or at least where to get it?
