Subject: Resizing large pictures to thumbnail pictures

We are resizing original jpg pictures to a small
thumnail picture (60*40).

As the resolution of digital camera's grows,
we have encountered a problem with resize:
The samll picture is corrupted (mostly black)
after resize. If the resize is done in 2 steps
there's no problem. Any solution to this
problem?
