Yes Envision will be able to do that. I have tested with a Kodak DC215 successfully, but Envision will work with most TWAIN drivers.

You will have to experiment with compression to see if your images are in your required size. For ID card size, 20Kb sounds reasonable. You can try it with the precompiled demo program available from www.intervalsoftware/download.html.
