Winfax provides a full SDK on its website, TLB files as well as very well documented PDF files for the SDK.
It enables you to completely control access to the fax files, including programming direct conversion to one page BMP files. As far as I recall, there is no direct conversion to any type of TIFF mono or multipage.
However, since you can program all the calls in Delphi (or builder) this should not be more than a few additionnal lines to get your multi page TIFF file.

Thanks a lot to Michel for a very nice program (which I registered a long time ago, and do not regret doing so).
