Normally large scale criminal investigations , involve raids , charges and a a press conference with the announcement of x charged with x charges and x found( think drug investigations)

In this case the press conference has taken place with i suspect relucant participants, general allegations are made and promises of we will datch you said, This seems to be in reverse to what i just said in the first para, Seems Acc can gather evidence thru coervice ways but not charge.

As written elsewhere this press conference may have orchestrated for other reasons
