Subject: Miss North Carolina has given the direction that anyone who released at state may not participate in anyway In the local. So no farewell, not even in the program.

I think the rule about being release after State and not doing a farewell at a local applies to a contestant if she's competed in a local that new competition year. Both Moore County winners and Zebulon winners crowned their new winners. I'm really surprised that Kaydin didn't come back to crown the new winner. Very disappointing.
