Subject: I'm the one who raised the initial question. Yes, you would think that's how it would operate, but it seems from the national level on down that the burden of raising money has fallen to contestants.

At the local level it is not unusual to ask the queens to do a fundraiser for the preliminary. Sometimes they are also asked but not required to sponsor a crown box, award or something of that nature for the new queens.
