Denny, does this plant drop it's leaves and remain like 'twigs' during part of the year?

My first thought was exactly the same as Maggies, but that 8 feet thing kept nagging me. I did think it bore a striking resemblance to Crassula lycopodiodes, which has been renamed to C. muscosa.

But I am guessing that it is know by the common name 'Buggy Whip' and the Latin, Ocatillo (sp). Same name as the dessert area and town, Ocatillo Wells.

It could be an Alluadia, but that would be a stretch. I have been going through my books, but can't find the info I am sure is there somewhere. Will keep looking.
