I stand corrected. It could be from 1970 as it looks like they used the Bills logo AND the Bills logo on steroids at the same time!
Still, not having much luck finding the other team in the photo.
The Livingstone stripe sequence for 1970 is different than the stripe sequence on the other team in the photo.

The fact that the photo credit is from Afro American Newspapers is a good indication that this was an HBCU game (ergo, Howard) and not North Dakota State. While not impossible, it's unlikely that that newspaper would have covered an NDSU game.
