I think this is correct - I had misread earlier that the game program cover was for a game vs Eastern Illinois, but it's actually for vs Illinois State, last game of the year in 1990. Also the black stripe is visible in photographs in the 1991 WIU yearbook, so it's presumably not a damage situation.
