To light up anywhere it pleases him outside provided that the other people around him are able to get up and leave if they are getting sick, etc.

An outdoor stadium is another matter since the non-smoker has paid for the right to sit in a specific seat and watch the event and shouldn't have to be choking while doing it.

A glassed in, specially ventilated designated smoking area would make a lot of sense for bars, restaurants and bowling centers who wish to accomodate smokers and non-smokers.
