hmmmmmmmmm... *inspects code* no frame-columns? k.... I think I found the problem...
put cols="(whateva)" in with the original frameset - you're confusin the darn thing with that. It isn't specifiying the frames before you say 'framecols' so basically it's like... 'k, no frames to display, moving on... no columns... and there's stuff to display here, but it says there's no columns, so... not gonna consider it'
Here's my 'update' suggestion:
-frameset rows="7%,7%,76%" cols="0%" border="0" frameborder="0" framespacing="0"-
-frame name="top" src="/realm2/element5/top1.html" scrolling=no noresize
marginwidth=1-
-frame name="two" src="/realm2/element5/blank.html" scrolling=no noresize

I'll test it out soon, see what's different with your code than other codes I've seen sucessful...
