ha HA! I got it.

You need to make two frames pages.
Make one with just the top bar and big lower window.
Make a second one with your regular layout of sidebar and main window.

THEN.. you simply stick the second frames page into the lower half of the first one.
An example.. (links = bar on 'top' of window) (frames2 = the main, big frame on the 'bottom')

-frame name="top" src="/links.html"-
-frame name="bottom" src="/frames2.html"-

So instead of putting a regular page on the 'bottom'.. you put another frames page.

Hopefully this was your problem.. If it wasn't... then you probably aren't targeting your links correctly.

On your links page just put a target and then the name of the frame you are sending it to..
-a href="/page1.html" target="bottom"-
