I don't know if this would be any help or not, but I have heard somewhere that if you sprinkle Cayanne Pepper around the area the cats won't go near the area. I do not know what effect this would have on the local wildlife though, but I know when my mother was having problems with her cats going in the flower beds outside her house she went to Sams Club and bought a huge container of Cayanne Pepper and sprinkled it in the flower beds and around the border and it worked to keep the cats out. Might be worth a try.
