Need to instantly respond every time with something that he will hate.
Do you have a hand free to flick him hard with your thumb and middle finger?
Or try a loud whistle immediately (whistle around your neck).

Something to think on -- very few things try to bite a porcupine.
E.g. For a while I rented a horse that bit everyone when they worked with him in the stall. Never bit me because I kept a brush with very stiff bristles right where his nose hit when he swung his head around. Not easy to have one hand ready with the brush and one doing the job, but he soon gave up trying, because he thought I was covered in stiff bristles.
