I think it strikes the right balance in pricing the end product. You talk about black market. Well I think 25% isn't enough incentive to grow/sell under the table, but is enough to discourage use, to a degree.

Will adults pay the tax and then resell to kids? Sure. That's the closest analogy to alcohol. You don't see pushers selling kids homemade vodka. Kids get it through resale or taking from their folks. And, it's been a helluva lot easier for kids to get pot than alcohol.
