Honestly, what you do to this place depends on what you want to accomplish. If you are really into the whole war-between-the-governments/planets, than a few changes could be made to help that along. If you're more wanting just a game set in sci-fi, that's a whole different shebang. The idea behind consolidating is to get things a bit more organized, and perhaps removing some boards temporarily until some new people come in. This is a very intimidating game to join, and it is pretty confusing and hard to figure out what the heck is going on. (I recently got back into playing here, joined a new character & all, so, these are my comments from that perspective). Just as a side note on that end, I have noticed that new characters are rather shunned... I have a few people that talk to my character but they are otherwise ignored, and that is rather disconfirming to new players. It would be nice to have one meeting hall, (colony square or the respective halls, either) where all government business is conducted, and a residential area (probably colony square) and other boards as needed. The Federation has no President, and I don't think has had one since Loki, which makes stuff difficult on that end. There is just a lot of chaos and not as much organization as could be. It would be nice to get it down to a few, really active boards, than many boards that are mostly empty.

I suggested the idea of a split frame for the planets like was in Castle Camelot and now in the Shadowlands, but Badhbh seemed somewhat scared of the idea of more complications, and though I don't blame her, that'd be an area of opinion as well.

Going back to my original topic, as in, what do you want this game to really be about: Moving Deep Space is one option, and if you really want that to be a big part of things, you can require all ships to travel through deep space to go from one place to another, and so on. Another idea might be to add some alien-humanoid-type races, just for kicks, or something like that.

You might also consider the idea of an academy to teach stuff, that is, if you want professions to be taught and not just claimed. It is up to you; it makes things more complicated, but it could be an interesting thing to do. Could teach pilots, guards, etc.

Now that I'm on the subject of housecleaning, is there any outdated rules that no longer apply and such? Most of the other games have been overhauled since their creation, and the Lost Colony is one of the two left behind in that respect. Erm, I think that is it, for now...
