Rouges are pretty much an unorthodox bunch in general....they are very self-sufficient, and usually self-employed...unquestionably independant. Which is why not many rouges work for the Federation which is fairly strict and conventional. A rouge would obviously have quite a few gun-type weapons, stunners, blasters, lasers...etc....however, I believe you have been disarmed. As for bombs, cutting lasers etc... it would depend completely on the size and appearance. You could safely assume the Feds would shrug off something smaller than a fingernail if it didn't respond to their scanners...large bombs however would not go unnoticed.
Feel free to use your imagination as to where and how whatever you have was hidden or disguised...but remember.. if it is small which it would have to be to have been hidden on your person and not discovered..it will probably not be an instant blast-out-of-your-cell kind of deal.. it would take some time and/ or planning...which is exactly what we want in the game anyway.
As for number of items..I would say no more than four types of things that are hidden....and a rpg'er would make some of them useless for their current situation...since in reality no one is ready for everything..
