One of your comments suggests some misinterpretation of what was intended in the rules regarding paddling with the ball under the arm ...

the NZ Rules prohibited 'progressing' with the ball under the arm - so if you don't 'travel' it shouldn't be a problem, and the NZ rules allow you to drift with the ball - and that could be while you'd doing your adjusting boat position maneouvre thingy, so long as you are not paddling off halfway up the pool with the ball under the arm.

And as far as including this rule in NZ, we weren't going to sit on the fence and leave it ambiguous and debatable and open to personal interpretation (like ICF), we chose one side after debating it and considering a range of international and domestic interpretations.

So if players don't like the rule now, change it!

But maybe first consider whether you want the game to be more like rubgy or the hockey/soccer/polo concept it was probably originally based on, and maybe wait until you've been to the next worlds and see how the rest of the world (other than Aus) currently interpret it.

Just don't remove all reference to resolving it one way or the other, making it open to personal interpretation again.
