I think more referees need to make time prior to games to quickly inspect players equipment.

If a ref had a problem with a metal tipped paddle they could use the rule:

"not have any sharp projections nor any other dangerous feature"
(9.Paddles, NZCPA Version 1.0)
by deeming a metal tipped edge to be a "dangerous feature".

ICF does not allow metal tips at all.

"Metal tipped blades are not allowed, whether padded or not"
(4. Paddle, ICF rules: Appendix, Scrutineering)

I'm not sure about a blanket ban domestically on metal tipped paddles, I don't really see that they are any more dangerous than all the composite paddles out there with sharp, chipped, edges.

Many of our players paddle in equipment that would not stand up to scrutineering.
e.g. boats with exterior seems...(you can tape over the edges and get around this), bumpers not securely (or correctly!) fastened, sharp edges (mostly from dodgey repair jobs)

The onus is on the referees to ensure safety. Also, refs need to be confident in making a call to exclude particular equipment should they deem it dangerous.
