If it does come down to goal difference, defaulted against teams may be penalised due to not getting their potential GF due to an opposition team defaulting.
-There has to be a disincentive to the defaulting team (10 - 0) but no so severe that it is totally demoralising (imagine if you decided to just let the team play no one for 20mins and see how many goals they could score against a non present defaulting team)

Are they introducing extremity scores? Weren't they there already? Besides, it isn't unreasonable that a losing team may get 0 points (which is what the defaulting team gets in GF per game they default) Why should a defaulting team be awarded any GF?

what about the poor defaulted against team? They get NO GF until the end of the League: and the default is totally out of their control.
