I agree with most of your statements.

The rules support that both and head shoulders should clear the water before the next handtackle can occur.

I have been caught out as a ref in a couple of situations where I blow the whistle while the player is under the water and then they roll up and shoot: I HAVE to disallow the goal bc advantage cannot be played once the whistle has blown.

So, now,(if they have been fouled) I wave my arms around signalling and verbally repeating "Play on" as the player rolls up, then when the player does something with the ball, if the result of their action IS NOT MORE OF AN ADVANTAGE to them than awarding them a free shot, I will then blow my whistle and make the call.
I think it is a dangerous habbit to expect the ref to have seen a foul, sometimes dispite my best efforts, I simply do not see a foul :o(
-If something worth carding has happened, I will call time out (before the restart if this does not disadvantage the player taking their shot) and award a card to the required player (sometimes calling time out to award a card at this point can inadvertantly give the defending team an advantage by gving them more time to set up their defence).

2.Pushing someone into the side of the pool is dangerous, I agree, and if it is "likely" that the players head will contact the side of the pool (even if it doesn't) I will probably be considering carding (at least green) the player commiting the offence.

3.I disagree that you cannot throw the ball accurately from under the water. I have seem some excellent displays of skill from players pushed and then throwing the ball before they have completely righted themselves (sometimes into the goal! e.g. Anton Holmes :o)
I agree that players who maintain possession don't neccessarily automatically have "advantage" My interpretation is that playing on should be MORE of an advantage to the player and their team than awarding a restart.

I think it is important to remember that there are a number of refs out there who are not qualified and/or have not studied the rules enough to ref proficiently,
But, they do deserve respect for giving up their time and getting themsleves to the level they are at.
Perhaps a temporary remedy to the situation is for the captain of the team to ensure the referees ability is suitable to the level before the game: I know this is not always easy.

We all need to positively encourage those people reffing to continuously upskill themselves, hopefully there will come a time when we can pick and choose from a multitude of qualified and proficient referees :o)

*This msg is not intended to imply a ref cannot be proficient simply because they are not qualified, but merely to enforce the importance and value of referees taking the time to become qaulified in order to assist compeitions organsiers in making descisions about who they will ask to ref.
