The rules seem pretty clear to me. A player has 5 seconds to get the ball back in play from the time that they are in POSSESSION AND in a POSITION to take the throw (note also that possession includes within arms reach, so a restarting player can't sit with the ball beside them thinking it is extending their 5 seconds). This rule is specifically aimed at avoiding delays, and any player who doesn't get the ball back in play within the 5 seconds is wasting time. Maybe the wording isn't clear enough in the rule, but the intent to me is fairly clear. Perhaps the one part of the rule that requires clarification is the bit about preventing a defending player to "attempt to play the ball" before it is back in play. Is a paddle block "attempting" to play the ball? Should these be allowed before the ball has travelled the metre from arms lentgh?

As for Beck's initial comment about other rules allowing a player 5 seconds to move the ball a metre, which would include short dribbling of the ball. Two comments;

I believe this would make reffing of the rule a little more difficult as the original metre would be hard to judge. One of the principals behind the rules is Referee Ability. The game must be able to be reffed consistantly. Any blurring of a clear distance judgement would challenge the refs ability.

The second comment is this. Wouldn't allowing an attacking team to short dribble from a restart put the defending team at a disadvantage?
