YES! But ICF and ACF seem to play this version. I think it puts OUR players at a disadvantage when they play under these rules. Also, it would be interesting to visit the int. discussion forum and get some international opinions on this restart. I don't know enough about International refereeing to be ablet to give a definitive answer in this instance.
