What I guess I mean by this is how much of all the sparkly stuff, the spell effects, are actually IC and seen by the characters in game. Are the spell effects IC (what actually is seen by the characters) or OOC (primarily for the players to know that a spell is cast)?

Additionally, my intention is to NOT have but a few key NPCs with magical ability above 3rd level. I just don't want every corner goof to be a "grand master" mage. Does this fit everyones' expectation?

Any other thoughts about magic?
