The Commonwealth [pre-thud] was made up of millions of planets, drifts, systems. Likewise, the new CW is comprised of either whole systems, planets, Prides, right down to a mere drift. As each has their own governing body, they're entitled to an 'equal' standing, so to speak. Or so I was told :)
