I don't know about where you live, but around here if you don't pay your electric bill it gets turned off. I believe that falls under economic collapse where people couldn't pay there bills. If it's different where you live so be it, but there are alot of examples where people get turned off in the winter time who can't pay their bills. So I really am not sure where your going with this. You either have power or you don't even if it's temporary. About a year and a half ago people in this area lost power due to a storm for 4 days. My extension chord "solution" kept 5 families food from spoiling. Again what would you do in my place? You need to think in real terms and what actually happens. I know you prefer to change on a whim to what ever suits you, but it really does come down to you have power or you don't, no matter what the reason. Things like food are time sensitive. You either act quickly or lose it. I was in the position to act quickly and that's what I did.
