The problem is that it is either in political unstable areas or offlimits to drilling. There is probably $30+ dollars in the present price due to fear of a blowup in Iran and a major temporary loss of supply. In a free market the price will always keep it available to the major parts of the market. Only the low end of the market will quit buying if the price gets too high. This is the same with every commodity unless the government trys to screw things up.
