I believe when I got a permit in Arkansas, it was just for personal use. And only marked or maybe only unmarked trees, but anyway, they were strict about when, where, which, how, and how much you could take. It made sense though. The trees we were allowed to cut were sick or crowded. If people could just go in and start cutting for commercial purposes, we wouldn't have any forest.

If the wood came from his own property he could easily prove it, I would think. Maybe they aren't giving him a chance.
