Subject: Do states ever consider their image?

Ohio just lost another large enterprise and the Republicans in charge give the same lame explanations. I wonder, do states ever take a look at themselves as they might appear to outsiders?

Ohio has constant problems with funding and quality of its public schools; it shoots kids on college campuses; it pursues religious agendas through litigation; and it accepts the social divisions created by its religious fundamentalism.

Why would anybody locate a factory there and make such a commitment to such an ongoing argument?
