There's more than one mention here of "figureheads". One definition of
"figurehead" (dictionary.com) is
A person given a position of nominal leadership but having no actual
authority.
Unfortunately, the "figureheads" that you mention don't have positions of "nominal" leadership. They have positions of real leadership and actual authority over the many in UBF who willingly and unwillingly give them that authority. They feel free to descend upon your conference and enforce whatever "training" they feel you need. And they will have this real leadership and authority in UBF probably for decades to come.
Let me try to be optimistic and try to believe that you and several more 2nd generation UBF members are determined to think differently and do things differently from those "figureheads". If that's really the case, I predict that you will have a major conflict with those "figureheads".

That major "figurehead" probably would have been Paul Hong. What was implicit in what he said was that UBF would go to the next generation of shepherds (2ndgens?) only after they have been sufficiently "trained" to be like the "figureheads" themselves.
