Yes it does, but there are cases where the subject is implicit. That is, the subject is assumed and does not need to be voiced. This is often the case with commands such as, "Go do the dishes!" The subject is understood to be "you" in that sentence; that is, the person being told to do the dishes. Just pointing at the dishes and saying "Go!" is also still a complete sentence. The subject is an implicit "you" and the verb is "go". That's my understanding, at any rate! ;0)
